I believe I either read it in an interview, or saw his comment in an email that Skip Williams was a huge rq3 fan and definitely (at least) was inspired by rq3 when writing the stat-modified skill rules in d&d 3.

Lev, are they definitely derived from RQ/BRP? or is the connection more tenuous?

I've also heard rumors that some of the skill rules in the WOTC versions of D&D were derived from house rules which were themselves partly based on Avalon Hill's RQIII. But I never got confirmation of that.

"Eclipse Phase" probably counts as well, if it hasn't already been mentioned.
There's a couple of interesting variations on that system as well;
critical results are based on doubles (11,22,33 etc) and the range is from
00-99, not 01-00. Which makes 00 the best possible roll.

Another is "Unknown Armies"; it too uses d100 roll-under, doubles for
critical results, and has flip-flopping (change a 74 to a 24) for
obsession skills,
