This really isn't true if you've ever pushed a rod into something 
underwater.  It's not very efficient, but you're still focusing more 
force against a smaller resistance than you overall body supplies 
against being pushed back.  I imagine this is less true with a 
cutting weapon, and less true yet with something blunt (frankly, I 
suspect the latter is going to be very ineffective in water at all 
unless you're extremely powerful, but that's just intuition talking).
