I use the following:
• All thrusting weapons are treated as if the target had three points
of armour and simulates the slowing effect of water.
• All crushing and slashing weapons are treated as if the target had
nine points of armour and simulates the slowing effect of water.
• A character is limited by their swim skill as to how good their
attacks and parries can be.
Because of the restrictions, I'd be okay with characters casting magic
under water (it's hard enough as it is!).
