Well, frankly, any initiative system prevents that.  What strike 
ranks did, ideally, was interweve actions is an at least vaguely 
realistic feeling way.  The problem was that to do that right you had 
to integrate movement into it, and that's a nightmare when handling 
any significant number of NPCs.
