Powerful heirloom items might have conditions on them, but also they would
be well-guarded. It's the sort of thing that you might find in a shaman's
hut once you've trashed an entire village, not something you'll find on a
raiding party. If it's valuable enough to put a condition on, it's valuable
enough that you don't want to risk it. As a rule of thumb I'd say anything
that takes more than 6 points of POW has a chance of having a condition on
