Kind of, but I'm thinking of some kind of tribal magic that only works - or
has an enhanced effect - if the target has particular tattoos, or wears some
kind of fetish. It seems too arbitrary to me that a tribal priest can go
around casting their god's blessings onto any old adventurer that passes
through.
