[Runequest] POW or MP?

Well, the technique was only used in a sheetless campaign and I wasn't the
GM, so I can't speak to the *precise* effects. But we all had the strong
impression that putting permanent POW into a spell (we called it "putting a
piece of your soul into it") produced a MUCH more powerful effect - not
something that could be duplicated with any number of MP. It increased the
effect of the spell itself.
A roll was also necessary to successfully burn off the POW.
What would be an appropriate multiplier for spending a point of permanent
POW on a spell? 4x the damage, double the range, +10 effective MP for
getting through magic defenses and/or overcoming resistance?
What would it take to make it an option worth considering in emergencies for
you?
