My take is that it largely depends on the power level of the game. If
you prefer PCs that don't make their own enchantments, and probably
never get to Rune level, then it should probably be difficult to
increase POW because it will rarely be decreased.

But if your PCs are Rune Level, and constantly burning POW for
enchantments, new Divine spells (or, under Sandy's rules, some Sorcery
blessings), and so forth - I don't really see a big deal with it. But
then, I also have no problem with players switching weapons constantly
in combat to get as many ticks as possible - I'm just not that easily
bothered, I suppose. ;)
