It appears to be quite poorly edited. The main text talks about
spreading 120 points between three groups of three primary
characteristics, and then follows up by giving only two groups of four
primary characteristics. The sidebar says it's only 100 points to
spread amongst 8 characteristics, and appears to give the correct
rules, but that would be easily overlooked (you generally expect the
sidebars to clarify rather than correct).

But overlooking that, first impressions to me suggest it to be
inferior to SPRQ rules.
