That's a good point. The PER characteristic would only
affect sense skills (those in the current perception
category as a primary), and perhaps INT would be
reduced to a secondary (and CON and POW dropped
altogether). 

The average communication skills modifer could stay
the same with PER added as a secondary modifier ("one
needs to be aware and pay attention to others to
communicate effectively").

Another thing which would be excellent would be the
inclusion of PERception characteristic rolls...
Imagine unskilled hiding checks of PER vs SIZ!

CHA is RQ2 was a little strange. It did tend to go up
and down a fair bit. Every 25% in Oratory increased it
by 1 point. Having flashy magical items increased it
by 1 point. Successful leadership cause it go up,
unsuccessful leadership could cause it go down. And
perhaps a little strangely, every 25% increase in
one's main weapon after 50% increased it by 1 point.
