I have always dealt with them as a Spell Matrix.  Of course the matrix creator 
will need to know Craft Tattoo and have the proper materials on hand.  Then use 
standard rules to create a spell.  I have seen Spirit Binding tattoos.

If you want to test your a player's ethics, allow them to gain as plunder a 
tanned human skin spell matrix tattoo.  See if they will keep it or use it.  If 
they do, then they leave themselves open to all sorts of problems.
