Dear Karl
Thank you for your email forwarded by our educational division. Having
checked our records it appears that Charles Brock died in 1938. As per
the standard copyright laws, this means he died (just!) over 70 years
ago and you are free to reproduce the artwork as you wish. Should you
require any additional information with regards copyright law, please
refer to this government resource: http://www.ipo.gov.uk/copy/
Best wishes

Dear Madam/Sir,
For over eight years I have been working on a tabletop rpg that
endeavors to emulate the detailed setting and tone of Swift's Gulliver's
Travels. I am in the final stages of preparing this manuscript for self
publication in pdf form over the internet.
I was greatly impressed by the the illustrations of Charles Brock for
your companies 1894 edition of Gulliver's Travels. These are the only
illustrations I am aware of that accurately reflect the text. They are
also excellent for their characterization of the personalities of the
book.
However, I recently noted that in your 1980 edition you claim copyright
over these illustrations.
As a private individual with limited funds the cost of illustrating my
project is prohibitive. Therefore I ask permission to use these
illustrations in my project. I will acknowledge your company within my
manuscript as the copywrite holder of the illustrations. My intention
was to sell this pdf for a small fee (approximately $3USD) to recover
some of my costs. However, should it affect your decision I am willing
to distribute the document for free if this would enable me to use the
excellent illustrations of Charles Brock.
The publishing history of the 1980 book that I hope to be my source is:
"First published by Macmillan & Co. 1894
First published in this edition 1980 by
4 Little Essex Street London WC2R 3LF
All rights reserved
Illustrations (c) Macmillan Publishers Ltd
ISBN: 0 333 29063 1
Printed in Hong Kong"
Thank you for your consideration.
Karl David Brown
